INTRODUCTION
Before proceeding any further it is important to note that E-C-Q and
its shareholders do not and
cannot support the use of pornographic sites on the internet. The use
of these sites is a personal
matter that E-C-Q will not facilitate. Accounts found to be paying for
these types of services will be closed and remaining money refunded
to the customer.
As an E-C-Q customer
you will be able to:
- Register an account
- Make deposits
- Receive and change information
about your accounts
- Write cheques to merchants who
accept E-C-Q payments as well as merchants who have not signed up
to take E-C-Q payments
- Take advantage of E-C-Q 's unique
Partial Payment option when issuing a cheque
The following describes
in detail what you will be able to do and the cost of each transaction
(if applicable).
REGISTER AN ACCOUNT
This is the first step in establishing your E-C-Q account.
After you have registered your account E-C-Q will verify your Email
address*.
Once your address is confirmed E-C-Q will send you your account number.
*NOTE: E-C-Q considers
your Email address as the most important thing we know about you. Because
of the global nature of the Internet and our privacy policy, all that
E-C-Q needs to know about its customers is how to communicate with them.
It is the customer's responsibility to keep E-C-Q informed of their
current Email address.
Once you have your account number you can open your E-C-Q account.
Fees for Registering
an Account
E-C-Q does not charge a fee to register an account.
MAKE A DEPOSIT
To open your E-C-Q account, you must
make a deposit. Access to deposit forms is through the Registered Customer
tab found on the home page. Once your first deposit is verified you
will then
have complete access to the Registered Customer area in E-C-Q.
Please be advised
that for security reasons, no one except E-C-Q personnel, has direct
access to your E-C-Q account. Deposits are always made through an E-C-Q
Customer
Service Clerk.
A deposit slip must
always be completed and forwarded via Email to E-C-Q for processing.
E-C-Q will process these deposits according to the following conditions:

Mail-in Deposits.
Deposits can be mailed to E-C-Q.
This is the most economical way to deposit funds into your E-C-Q account.
Cheques or money orders can be mailed to E-C-Q for deposit.
E-C-Q will hold funds on your account for a period of time until the
funds have been cleared by the financial institution.
We recommend sending
a money or postal order.
Sending a money/postal order will reduce the time E-C-Q must hold funds.
This will speed up the availability to use your E-C-Q account.
Funds sent by cheque
will be held longer than funds received by money or postal orders.
Once a customer has established their account, holds will no longer
be necessary.
We recommend using
the E-C-Q deposit form before mailing your deposit. This will alert
us to
expect your deposit within a
certain amount of time. If E-C-Q does not receive the deposit by mail
in the alloted time we will notify you;
- On expected day.
- After another
7 days.
- After 14 days.
- After 30 days.
Once your deposit
has been received at E-C-Q, we will confirm receipt of your deposit
by Email.
Fees for Mail
in Deposits
Deposit fees are 0.5% of the deposit in the currency of the deposit.
There is a minimum fee of $0.75
CAD (Canadian dollar equivalent) and a maximum fee of $5.00 CAD (Canadian
dollar equivalent) for each deposit.
We do not recommend
sending cash in the mail.

Credit Card Deposits.
Customers with credit cards will be able to deposit funds with E-C-Q
using their credit cards.
For audit reasons,
E-C-Q has an obligation to retain your deposit information. This has
E-C-Q concerned and recent break-ins at other sites confirms that no
matter how sophisticated a
company's security is, someone will attempt to steal the information
a company has on line.
For this reason, E-C-Q has decided to take credit card information over
the telephone only.
We believe, at this time, better control over your credit card information
can be managed in a
manual environment. The Internet does not yet provide foolproof protection
from skilled hackers.
To deposit funds using
your credit card via telephone you must call the following numbers:
From Canada and the
USA phone 1-250-749-4008
Outside North America (*Canada country code) + 250-749-4008
*Note: Most countries use 001 for Canada's country code but check with
your local operator for
dialing information.
Fees for Credit
Card Deposits
A fee of 4.0% will be applied.
This fee includes all charges being levied against E-C-Q by the credit
card company.
NOTE: E-C-Q must
hold funds.
Credit Card Companies cannot guarantee confirmed transactions to E-C-Q.
Because of this concern by Credit Card Companies regarding fraudulent
card use worldwide, E-C-Q will require a hold of funds for a minimum
period of 5 days on deposit transactions. This hold period may be reduced
on subsequent deposits if a degree of certainty is established with
you as a customer.
E-C-Q reserves
the right to extend this hold period to satisfy the credit card issuers
concerns and delays in validating a credit card transaction.

Wire and Direct Deposit to E-C-Q.
Deposits can be made directly to E-C-Q's deposit account. These deposits
are done through your
local bank. Deposits are made to E-C-Q according to the instructions
on the Wire/Direct deposit slip. Always submit Wire and Direct deposit
slips to E-C-Q, that way E-C-Q will be able to follow up
on any wire transfer not received.
Fees for Wire
and Direct Deposits
Wire and Direct Deposits can be accepted by E-C-Q.
Deposits less than $100.00 CAD a flat fee of $0.75 will apply.
Deposits greater than $100.00 CAD a flat fee of $11.00 will apply.
Deposits to E-C-Q will be subject to local fees applied by your local
financial institution.
RECEIVE AND CHANGE INFORMATION
ABOUT YOUR ACCOUNT
When you
are an E-C-Q customer you will be able to access information about your
E-C-Q account.
These features will include:
1. Ability to change certain information about your
account.
You will be able to change certain fields of information about your
account. Fields that you cannot change are secure fields that help us
identify you as our customer.
2. Request interim statements.
You will be able to request interim statements whenever you want to
know the transactions that have been processed through your account.
E-C-Q WILL ADVISE
YOU AS TO THE BALANCE OF YOUR ACCOUNT EACH TIME YOU DO A TRANSACTION
WITH YOUR ACCOUNT.
3. Monthly Statements.
On your monthly anniversary day, that is, the day you opened your account,
for example, the 15th, you will be sent an Email containing your monthly
statement.
The Email address
you supply on your account will always be the address used for your
monthly statement.
Fee for monthly statements
There is no fee for monthly statements.
WRITE A CHEQUE
You will
be able to issue E-C-Q cheques to merchants from whom you want to purchase
goods or services.
Whether merchants
indicate they accept E-C-Q cheques or not, you will be able to issue
an E-C-Q cheque drawn on your account.
If a merchant does
not show an E-C-Q payment indicator, you can issue the cheque regardless.
E-C-Q will make arrangements directly with the merchant, on your behalf,
to pay for and ship the product as you specify.
Merchants who already
accept E-C-Q payments will automatically know that the funds are secured
and will ship your purchase immediately to you as you have specified.
These merchants will also
supply you with mediation insurance*, in case there is a problem with
the product when you receive it.

As a double record
of the shipping advice, we will ask you to fill in a shipping notice
on your E-C-Q cheque.
Cheque fees
do apply
The fee for writing an E-C-Q cheque will be 0.5% of the amount of the
cheque.
The Minimum fee is $0.75 CAD equivalent in the currency of the cheque
up to a
maximum of $5.00 CAD equivalent in the currency of the cheque.
TAKE ADVANTAGE OF PARTIAL
PAYMENTS
E-C-Q offers a unique feature - the ability to split your payment into
two parts.
This includes an initial payment towards your purchase with a hold back
of the balance that will be released after a specific amount of time
unless you tell E-C-Q that it is not OK to release the funds.
If you advise E-C-Q
not to release the funds as there is a problem with the product, we
will
automatically invoke the Mediation Insurance policy you purchased, or
the merchant paid
for, at the time of sale.
The Mediation Insurance
Policy will provide you with an agent who will investigate the
problem and negotiate a suitable solution to resolve the problem.
We are excited about
this feature, Partial Payments, and the Mediation Insurance Policy.
We know this will help build a degree of trust between merchants and
customers before the purchase
is complete, as both parties have committed to meet their obligations.
How does Partial
Payment work?
When the Partial Payment option is taken, E-C-Q deducts the whole amount
of the purchase from the customers account and holds the specified portion
of those funds until the specified time period has passed. E-C-Q then
releases the balance of funds to the merchant.
- This feature guarantees that
the merchant will be paid when the customer is satisfied.
- This feature guarantees that
the customer has a negotiation position if they are not satisfied
when the product arrives.
- This feature establishes a trust
situation for both parties at the beginning of the sale.
Merchants who are not confident about their products will not participate
in this type of sale. Customers at the time of sale have committed
the full amount of the sale to the merchant.
If the conflict cannot
be resolved quickly and easily between the merchant and the customer,
E-C-Q
will intervene and attempt to work out a solution. If that is not successful,
E-C-Q has contracted with professional mediators who will work to resolve
this between the merchant and the customer. Please

The Mediation Insurance
service is billed on an hourly basis and E-C-Q will cover up to 4 hours
with professional mediators. These services will be supplied by the
Internet mediation company
www.onlineresolution.com
Within those 4 hours,
the parties involved will be expected to select a final resolution method,
discuss
the issues relative to the outstanding payment and agree to abide by
the outcome of the mediation service. If the parties involved cannot
resolve their differences within the 4 hours available through mediation,
the parties at that point will have the option of continuing the process
at their own expense. E-C-Q will then transfer the balance of the Partial
Payment amount, which has been reserved for future release, and place
these funds on deposit with a trustee. Upon instruction from the mediator
as to how the conflict has been resolved, the trustee will administer
the final payment.
